Police Taser, Beat, Pepper Spray Mentally Handicapped Teen – Then Charge Him With Assault

Dayton police tasered, pepper-sprayed and beat a mentally handicapped teen and then charged him with assault. What did the disabled boy do to deserve this onslaught? The police officer “mistook” his speech impediment for a sign of “disrespect”.

Similar to how cops think filming them is against the law, many are also under the assumption that not groveling and obeying their every order is also an arrestable offense.

17-year-old mentally handicapped teen Jesse Kersey found this out to his cost while riding his bicycle near his Dayton home recently, after Officer Willie Hooper attempted to stop and talk to the boy.

Failing to understand what Hooper was telling him, the boy attempted to ride home and fetch his mother to be able to communicate with the officer. Despite the fact that Hooper knew the boy was mentally disabled, he began yelling at Kersey and then threatened a neighbor who tried to inform him of the boy’s handicap, telling the resident he would be arrested if he didn’t go back indoors.

As Kersey’s mother Ford opened her front door, Hooper and co-defendant Officer John Howard, “fired their Tasers, striking Jesse in the back with both probes,” according to testimony heard at Montgomery County Court.

“Once inside the house, defendant Hooper and defendant Howard began to struggle with Jesse, who was standing against the back door with his hands up in front of his face, saying ‘Please quit, please quit.’

“On numerous occasions, Ford and a family friend, Christopher Peyton, informed Officer Hooper that Jesse was mentally challenged/handicapped, and that Jesse did not understand what was happening,” the complaint states.

But the mom says the cops continued their assault: “Officer Howard utilized his Cap-Stun pepper spray and sprayed Jesse … [and] struck Jesse with a closed fist in the upper chest area.”

Howard continued to beat Kersey, striking him in the upper thigh, before back-up was called and 20 other officers from different jurisdictions arrived on the scene. Apparently, tough guys Hooper and Howard, who like to prove their manhood by beating up mentally handicapped boys, couldn’t handle the situation on their own.

“At no point, even after being advised of Jesse’s mental challenge/handicap by Jesse’s family and numerous bystanders, did defendant Hooper, defendant Howard, or any other police officer present, attempt to communicate with Jesse or explain in terms he could understand as to why Jesse was being chased,” said Kersey’s mother.

The boy was subsequently handcuffed, hogtied, and thrown into the back of a police cruiser.

Of course, as is standard operating procedure for police after they beat and torture innocent and defenseless victims, Kersey himself was charged with “assault on a peace officer, resisting arrest, and obstructing official business,” charges which were later dismissed after the court declared Jesse incompetent.

Kersey and his mother are now seeking compensation from the city and the two lead officers for “false imprisonment, false arrest, malicious prosecution, assault, battery, excessive use of force, infliction of emotional distress and civil conspiracy”.

As we have documented, there is an epidemic of police brutality that has exploded over the last decade which seems to be targeted against the most vulnerable members of society.

What has happened to our police officers? They are being trained to oppress and abuse the public as America sinks into a decaying banana republic. There seems to have developed a particular fetish amongst a cadre of steroid-addled cops that dictates they must satisfy their lust for abusing power by attacking defenseless individuals, particularly the elderly and disabled.

Police in Seattle were also caught on camera last year beating up a mentally disabled teenager for the crime of jaywalking.

SilverCaper, obviously this is representative of a PATTERN of behavior: intolerance, excessive numbers, excessive force. In the case of this pattern, I would suggest it is a product of three factors.

1) A change in hiring policy.
2) A change in training.
3) Changes in policing policies.

Out of that, I would suggest the most important/insidious of those three changes is the change in hiring policies. Even in Canada, I've noticed a distinct change in the COMPOSITION of our police force. Especially with those patrolling the stations in our commuter-train system, I'm seeing the average police officer being MUCH bulkier then before, with significant numbers of the particularly massive types who I tend to describe as goons-with-no-necks. They have so much bulk in their upper bodies that it looks like their heads were directly screwed into their shoulders.

Here we see the fascism which has been imposed upon us as a result of the U.S.'s phony "War on Terror". Obviously police departments of ALL major cities have been given directives from the highest levels of government to make "riot control" their #1 hiring criterion in selecting police officers.

What we end up with (surprise, surprise) are gangs of thugs who don't simply LOOK like the "bouncers" you see policing rowdy bars, they ACT in exactly the same manner. If you deliberately seek to hire 'goons', it won't take much "training" to get them to act like goons.

Indeed, the horrible anecdotes of police behavior which SilverCaper has posted recently would not sound surprising at all - if the people committing these acts of brutality and bullying were "bouncers" at night-clubs, or perhaps part of a "personal security" of bodyguards for some ultra-wealthy/ultra-paranoid client.

It would not be the least bit surprising to see our police forces begin to take their new recruits DIRECTLY after they "graduate" from one of our prisons. Obviously there is no better "training" to get someone to act like a thug than to put them into one of our "institutions of rehabilitation".

Of course with many of these PARTICULARLY massive cops being the product of steroid-use, they don't even need any "training" to act like a brutal thug - the steroids take care of that.

I've got to remember to mention this to people I work with that think the US as it is today is a force for good in the world.

I hope we can get the sheep in our respective countries to wake up and force an end to human rights abuses like this...

About a decade ago, one of those people whose opinion I value greatly, pointed out to me that there was a change in emphasis in our police departments from "Public Safety" to "Law Enforcement". This change is significant. When the officer believes that his role is to enforce any and all laws, regardless of the need for situational judgement, you get what you have now.

I am deeply in my mentor's debt for pointing this out so far in advance. If only there was something that could have been done to stem the tide.

Hockmir, in that respect we can't overlook the invaluable BRAINWASHING which Hollywood contributes: its crime-and-punishment "entertainment" empire.

I originally really enjoyed the FIRST "Law and Order" series. However, after a few years I realized that MUCH of what this program did to "entertain" us was to create HATRED (the more the better) against whatever mythical criminal was being portrayed - followed by the "satisfaction" (much like a sexual orgasm) when the "bad guy" was punished.

When I realized that my EMOTIONS were obviously being manipulated, and that I was being PROGRAMMED to become crime-phobic, I completely cut-out all such "entertainment" from my life. Today, I find these hate-generating "crime dramas" to be every bit as odious and detrimental to our societies as the OBSCENE "ultimate fighting" industry which has been allowed to mushroom in our societies.

Clearly the objectives here are TWO-FOLD. On the one hand our system seeks to CREATE as many "animals" as possible in our societies - targets, and ultimately SCAPEGOATS for our societies. On the other hand, the remainder of society, the "law-abiding majority" are programmed to both HATE and FEAR criminals to the point of LITERAL psychological phobias.

Such neurotic (AND hate-filled) sheep are PERFECT pawns for our governments to exploit in getting ever more fascist "law and order" rules passed in our societies.
Indeed, the methods our governments use for CREATING and then EXPLOITING hate were originally perfected by Hitler - and then quickly adapted/adopted by the Israelis.

The Israelis then "exported" Hitler's hate/scapegoat paradigm to the U.S., and the U.S. has now "exported" it to Canada.

I have long been of the opinion that the teaching in scripture about eating of the fruit of the tree of knowledge was not intended to champion the cause of ignorance, but, rather, to teach us that there are such fruit to be had, and that eating of them will serve to increase the unhappiness in our lives.

With regard to the subject being discussed in this thread, by first acquiring the wisdom to recognize the manipulations and propaganda which surrounds us, we are immunized against it, while at the same time introducing another source of angst and unhappiness to our lives. Just as eating of the fruit of knowledge of the bullion market led us all to this site and these discussions, so too will the knowledge which we can acquire about the state of fear-mongering and repression which is growing around provide immunity to being misled, railroaded and bamboozled by the powers that be.

For instance (and going off topic) merely by understanding the nature of the Federal Reserve, which creates money FROM NOTHING to lend to the US government, we can quickly understand the suggestion by Ron Paul that the near-term solution to the US debt limit crisis is to have the Fed "tear up" the approximately $1.5 trillion in loans it extended to the US Treasury during the recovery from the Wall Street crisis. This will give us another year or two before the debt ceiling is again reached, the elimination of debt service on this sum will permit an immediate reduction in spending without a reduction in Government provided services, and, since the Fed originally came by this money by creating it from nothing, all they stand to lose is the interest that they would be collecting on this sum, which they will immediately set about to again lend to the US Treasury.

The Tree of Knowledge brings both blessing and curse to those who partake of it.

Hockmir, we can simplify the process you describe slightly as "enlightenment".

As you say, it "immunizes" us from the propaganda/brainwashing because it is the EXACT opposite process.

Propaganda and brainwashing are processes which rely upon the powerful forces of "belief" and "the tyranny of the masses". To create the former, there is the needed to create a "trusted authority figure" and a patriarchal or matriarchal relationship of dependence.

The tyranny of the masses is a behavioral defect which we suffer from at the genetic level. However, manipulating and capitalizing on this dynamic has ALWAYS been a primary goal of propaganda.

To ENHANCE that force still further, CONFORMITY is promoted as a virtue in and of itself. The work of the faithful parrot, who simply recites the opinions of a cadre of "experts" will always be praised and preferred to any ORIGINAL or INDEPENDENT work. Like the predictable chimps that we are, if a particular form of behavior is REWARDED (and its opposite punished) we will WILLINGLY embrace whatever manipulation is been foisted upon us.

"Enlightenment" is a process opposite to this in every respect. Fact and REASON replace mere belief as the STANDARD by which ideas are validated or rejected. Dogma and ideology are replaced with practicality and flexibility. TRUTH rather than CONFORMITY is what is placed on our pedestal.

This is why I can be quite combative at times (lol) in stressing that HOW we use our minds is just as important as the output of our thought processes. Since we have been conditioned (from the time we were schoolchildren) to embrace ideology and dogma as "wisdom", it is VERY difficult even to LISTEN to someone like myself say that you need to throw all that into the nearest garbage can.

PRACTICING thinking which is free of ideology and dogma is much more difficult still. One form of "exercise" for such thinking - for those who would like to try to become less rigid in their thinking - would be to play the role of "Devil's Advocate" as a game.

In other words, take an "argument" or "belief" where EVERYONE would tend to line-up on one side - and then ARGUE the other side with a friend or loved one (assuming that the other person is someone not easily shocked/offended).

As a life-long "Devil's Advocate"/contrarian, it is literally a reflexive reaction for me to react to ANY (and every) new argument I encounter by IMMEDIATELY adopting the opposite side - or at least "gathering evidence" (mentally) to make such an argument.

As I've written before, I did this often in university, since the caliber of reasoning and logic in our societies (even amongst our so-called academics) is SO poor that I am frequently able to rely 100% on the evidence gathered by those with opposite views and use only that evidence to PROVE my own side.

Here is one of my favorite examples.

Argument: Old drivers are just as safe as other drivers.

Evidence: Accident rates among old drivers are no higher than for younger drivers.

MY argument: Old drivers are (by far) the MOST dangerous drivers on the road.

MY evidence: Accident rates among old drivers are no higher (i.e. equal to) those of younger drivers.

My argument (expanded):

1) Older drivers (on average) drive far fewer miles than younger drivers. This one fact alone makes it obvious that the FIRST argument was totally simplistic, by looking (very shallowly) at a mere per capita comparison (the most simplistic level of analysis). When we look instead at a much more RELEVANT statistic: accidents PER MILE DRIVEN, suddenly old drivers have a SIGNIFICANTLY higher rate than all other drivers (except novices). But there's much more.

2) Older drivers (on average) do less night-driving. For a number of reasons, the accident rate at night is MUCH higher than during the day.

3) Older drivers (on average) do less highway driving.

4) Older drivers (on average) do MUCH less driving in bad weather.

5) Older drivers (on average) do less driving in rush hour than younger drivers.

When we take the original, simplistic argument and we flesh it out with some common knowledge which we can all apply from our own friends and families, suddenly we produce a 100% opposite conclusion with the same evidence.

Instead of old drivers being "just as safe" as younger drivers, we discover that DESPITE the fact that old drivers drive far fewer miles, and they tend to avoid ALL of the more hazardous/difficult driving scenarios, they STILL manage to have just as many accidents as younger drivers - proving that (by far) old drivers are the most dangerous drivers on the road.

Like a "cheap magician", when I demonstrate my "reverse logic" in operation it looks simple and obvious. The question becomes instead, how is it that so many of us can be DECEIVED (on a regular basis) with such totally simplistic (and erroneous) arguments?
